§ 62.04 CONSTRUCTION STANDARDS.
   No application shall be approved unless and until the specifications contain the following minimum standards:
   (A)   Size of water transmission lines.
      (1)   In residential areas without fire protection, not less than two-inch water lines may be permitted with a maximum distance of 500 feet; distances above 500 feet to 1,200 feet shall be not less than four-inch.
      (2)   The maximum allowable distance with six-inch lines with no cross connection shall be 5,000 feet.
      (3)   All lines extending over 5,000 feet shall be a size set and approved by the Utilities Commission or its designee.
      (4)   All lines serving commercial or industrial areas shall be a size set and approved by the Utilities Commission or its designee.

   (B)   Materials.
      (1)   Water transmission lines sized two-inch through six-inch shall be Schedule 80 plastic pipe with bell and spigot or mechanical joints, or centrifically-cast iron pipe with mechanical or bell and spigot joints, or equivalent.
      (2)   All bends and turns shall be made with fittings approved by the Commission.
      (3)   All valves shall be gate valves, equal to or to exceeding M&H gate valve, Figures 67M, and shall be of a type with replaceable seats and gates.
      (4)   Grillage shall be natural sand or Kentucky No. 11 limestone rock or smaller.
      (5)   Water mains, regardless of size, at stream crossings shall be centrifically-cast iron and shall be placed above the normal high water mark.
      (6)   Blow-off valves shall have adequate metal valve boxes to serve the size valves installed.
      (7)   All valves shall be gate valves.
      (8)   Fire protection line(s) after the effective date of this section, or any extensions of an existing fire protection line after the effective date of this section, shall have, at the sole cost of the user, a dector check valve (DCV). DCV shall be approved as to type and installation by the Utilities Superintendent or his or her designee.
   (C)   Construction methods.
      (1)   All water transmission lines shall have a 30-inch cover and shall be bedded in proper grillage as determined by the Utilities Commission.
      (2)   Water transmission lines laid with or in the vicinity of sewer lines shall be in compliance with regulations of the Commonwealth of Kentucky.
      (3)   All water transmission lines crossing under streets shall be encased in steel casings large enough to allow water lines to be slipped through such casings.
      (4)   All turns and tees shall be adequately anchored by poured concrete anchor blocks.
      (5)   All water transmission lines exceeding 100 feet and dead-ending shall be equipped with a hydrant or blow-off valve at the end thereof.
      (6)   The top surface of valve boxes with cover shall be not greater than 1/4-inch above finished street grade.
      (7)   All water transmission lines shall be cross connected at every street intersection.
      (8)   Two valves shall be provided at every main line tee and three valves at every cross connection.
      (9)   In all new water main construction, water taps shall be provided by the city to the property line to service each building lot.
   (D)   Hydrants.
      (1)   Fire hydrants shall be installed, one every 300 feet radius.
      (2)   Hydrants shall be traffic type with 2½-inch outlets and one steamer connection.
      (3)   Hydrants shall be set not less than four feet from the edge of the street pavement and a gate valve shall be set between the hydrant and the main line.
      (4)   All hydrants shall be cast iron with brass connections and replaceable stems and seats.
      (5)   All hydrants shall be self-draining.
   (E)   Service connections.
      (1)   In all new water main construction, water taps shall be provided to the property line to service each building lot.
      (2)   All service taps shall be installed with proper service saddles in three-quarter inch plastic lines meeting schedule ASTM-D-2737 unless otherwise approved by the Commission.
      (3)   Fees for service connections shall be, from time to time, set by the Commission.
      (4)   Each service connection at the property line shall be marked with a steel stake extended three feet above grade.
