Prior to the commencement or construction of a water transmission line within the service area of the city or any extensions thereof, and in addition to any necessary permits from agencies of the Commonwealth of Kentucky or federal government, each person shall apply for a water transmission line construction permit from the Utilities Commission of the city, paying therefore the fees set by the Commission.
