(A) A compliance order is an order by the Superintendent in the form of a document requiring specific tasks that will result in user compliance within a specified time period.
(B) When the Superintendent finds that any user has violated or continues to violate these regulations, or a discharge permit, or compliance schedule issued thereunder, he shall issue an order to the user responsible for the discharge directing that, following a specified time period, sewer service shall be disconnected unless adequate treatment facilities, devices, or other related appurtenances have been installed and are properly operated. Orders may also contain other such requirements as might be reasonably necessary and appropriate to address the noncompliance, including but not limited to, the installation of the pretreatment technology, additional monitoring and management practices necessary to meet pretreatment limits. The Superintendent may also take more severe enforcement actions, such as civil fines, discontinuance of water service or judicial remedies.
