(A) The deposit or removal of solid waste refuse into or from dumpsters or other receptacles by persons or entities who have not paid the established charge for such dumpster or receptacle owned by the city is hereby prohibited.
(B) Whoever violates the provisions of division (A) shall be guilty of a violation. The City of Leitchfield Code Enforcement Board or a court of appropriate jurisdiction shall enforce civil compliance with this section.
