No solid waste pickup service shall be available to those commercial persons otherwise entitled to pickup service who fail to comply with the following regulations set forth in this section:
(A) All solid waste materials shall be deposited in a container which by design and function reasonably prevents noxious odors, leaking and diffusal of contents, the sufficiency of which container shall be determined by the municipal employee empowered to make such determination.
(B) No container in which solid waste has been deposited shall contain by weight or by volume an amount in excess of that which is reasonably capable of being readily and safely processed by the then existing city equipment, the capability to be determined by the municipal employee empowered to make such determination.
