§ 50.02 RULES AND REGULATIONS FOR PICKUP FROM NON-COMMERCIAL PROPERTIES.
   No solid waste pickup service shall be available to those non-commercial persons otherwise entitled to pickup service who fail to comply with the following regulations set forth in this section:
   (A)   Solid waste shall be placed adjacent to the closest street within twenty-four (24) hours of the time of scheduled collection.
   (B)   All solid waste to be collected shall be placed in a container having a capacity of not less than five (5) gallons nor more than thirty (30) gallons, which container shall be of such design and functions so as to effectively and securely confine its contents and prevent the diffusal of refuse, including, but not limited to, metal and plastic containers and sealed bags.
   (C)   The city will pick up and dispose of solid waste consisting of yard waste, brush and leaves generated in the city as well as cardboard. Provided, however, the city shall not collect or dispose of large tree limbs or trees which have not been reduced to a manageable size; provided further, the city shall not collect any such refuse if in the opinion of the City Public Works Director, or his or her designee, the city's equipment and/or personnel cannot reasonably or safely collect and/or dispose of such refuse.
