§ 39.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   DEPARTMENT. The Police Department of the city.
   MEMBERS. Patrol persons and civilian employees of the Police Department.
   OFFICERS. Those members of the Police Department having the power of arrest.
