§ 38.03 BASIS FOR ASSIGNMENT TO PAY CATEGORY.
   The pay category to which an employee is assigned shall be based upon the skill held by the employee in performing his job assignment, the number of years of service, as well as his or her overall job performance based upon evaluation under departmental criteria as may from time to time be established by the city.
