It shall be unlawful for the owner, agent, lessee, or any other person to park, place, station, or use for the purpose of living quarters or the conduct of a business, house trailers, mobile homes, or other portable living facilities upon any lot or other parcel of ground within the confines of the village, or upon any street, alley, parking lot, or other place within the village.
