Failure of any lot owner in the Pleasant View Addition to the village, or the possessor of any lot therein to obtain the grading permit required in § 150.01 shall be considered a misdemeanor and such lot owner or possessor shall be fined not less than $5 nor more than $50 for such offense. Each day during which the lot owners or possessors shall level earth, move earth, or grade the lots without obtaining the required permit shall constitute and be punishable as a separate offense.
