All owners of lots within the Pleasant View Addition to the village, or those in possession of the lots shall, prior to any earth moving, earth leveling, or grading of lots, obtain a written permit for such earth leveling, earth moving, or grading from the council of the village, after written application made by such owner or possessor of any lot or lots situated therein. The written application shall be made to the Village Administrator and shall evidence the proposed grade in relation to street levels and adjoining lots. Such proposed grade levels must be in compliance with regulations established by the council of the village, which regulations are now on file with the clerk- treasurer. Non- compliance with the regulations shall result in denial of the application and refusal of the permit.
