(A) The term of the seven persons to be appointed by the Mayor shall be for four years, except the terms of the two newly appointed members, one term which shall be until December 31, 1987, the second term which shall be until December 31, 1989. On January 1, 1988, and every two years thereafter the Mayor shall appoint or reappoint three members to serve on this committee. One council member shall be the seventh member of the Arbor Committee. In the event that a vacancy shall occur in the membership, the term of the successor named shall be for the unexpired portion of the term.
(B) Members of the committee shall serve without compensation.
