No person shall obstruct any street, alley, sidewalk, or other public way within the municipality, by erecting thereon any fence or building, or permitting any fence or building to remain thereon, with the exception that there shall be permitted an obstruction of the public alley located between Inlots 454 and 455 and Inlots 446 and 447 by a temporary classroom to be used by St. Mary's School. Each day that any fence or building or obstruction is permitted to remain upon such public way shall be deemed a separate offense.
