§ 90.17  LOUD ANIMAL.
   (A)   No person shall keep, harbor, or own any dog, any other animal, or reptile within the village, which by frequent, habitual, constant, or continuous loud barking, yelping, howling, crowing, cackling, hissing, or making of a loud noise which causes disturbance to any person, or which by threat of attacking or biting, causes annoyance, disturbance, or threat to any person. No person shall keep, harbor, or own any dog, any other animal, or reptile which by its continuous conduct, destroys, damages, or injures another person or another person's personal or real property within the village.
   (B)   Whoever violates this section is guilty of a minor misdemeanor. The owner, keeper, or harborer of any dog, animal, or reptile which damages or destroys public or private property shall be held liable for the full value of the property damaged or destroyed in addition to any penalty imposed for a violation of this section.
