It shall be unlawful for the driver of any vehicle to stand a passenger vehicle for a period of time longer than is necessary for loading or unloading of passengers, not to exceed 3 minutes, and for the driver to stand any freight-carrying vehicle for a period of time longer than is necessary to load, unload, and deliver materials, not to exceed 30 minutes, in any public alley, during any hour of the day or night, so as to block the use of such public alley.
