Any police officer may impound or take possession of any bicycle parked at a place where parking is prohibited, or ridden where such riding is prohibited, and may further impound and possess all bicycles not equipped in accordance with the provisions of this chapter. Any person desiring to redeem such impounded bicycle shall first pay to the clerk-treasurer of the village a service charge of $5.
