A rental increase of 10% will be added to water bills not paid when due. In the event that a delinquency in payment continues for a period of 30 days after the due date an additional 10% of the balance due shall be added to the delinquent balance; the said penalty shall be on the previous balance of penalties as well as the delinquent charges for water and sewer and will be added for each and every month the said balance remains delinquent. After written notice from the village to the utility customer that his or her account is more than 30 days delinquent, water utility service will thereupon be discontinued and will thereafter be resumed only upon full payment of the entire amount due plus penalties and the required turn-on fees.
