(A) Extension of the water system of the village is hereby authorized in order that water may be furnished to the residents and citizens of the Village of West Leipsic.
(B) This section does not grant a permanent right to the Village of West Leipsic or to its residents and citizens and the water system may be terminated at any time by the Village of Leipsic.
(C) This section is an exception to former ordinances prohibiting such extensions beyond the municipal boundaries of the village.
