No further extensions of water and sewer facilities shall be made outside of the corporate boundaries of the village, except that the council of the village shall accept written application for such extensions from time to time. The council shall have the power to grant or reject such applications for such extensions in their discretion, and may require compliance with such standards as they may establish from time to time as a condition to granting any such extensions.
