(A) The owner of any lot, parcel of real estate, or building connecting to the sewage works shall, prior to being permitted to make a connection, pay an inspection fee in the amount of $25 for each connection.
(B) In addition to an inspection fee, the owner of any lot, parcel of real estate, or building connecting to the sewage works whose property was not included in the original construction and installation of the works and who has not paid the monthly rates and charges set forth herein shall pay a connection charge for each connection to the works in the amount of $1,000 per equivalent single-family dwelling unit. Connection charges shall also be imposed on all connections made to future extensions of the works.
