§ 51.20 SUBSTANCES PROHIBITED.
   The substances prohibited are:
   (A)   Any liquids, solids or gases which, by reason of their nature or quantity, are, or may be, sufficient either alone or by interaction to cause fire or explosion or be injurious in any other way to the operation of the wastewater utility. This includes any substance with a flashpoint of less than 140°F (60°C) using test methods specified in 40 C.F.R. § 261.21;
   (B)   Any wastewater containing toxic pollutants in sufficient quantity, either singly or by interaction, to interfere with the operation of the wastewater utility;
   (C)   Any substance which may cause the wastewater utility’s effluent or treatment residues, sludges or scums to be unsuitable for reclamation and reuse or to interfere with the reclamation process. In no case shall a substance discharged to the wastewater utility cause the wastewater utility to be in non- compliance with sludge use or disposal criteria, guidelines or regulations developed under § 405 of the Act, being 33 U.S.C. § 1345; any criteria, guidelines or regulations affecting sludge use or disposal developed pursuant to the Solid Waste Disposal Act, being 42 U.S.C. §§ 6901 et seq., the Clean Air Act, being 42 U.S.C. §§ 7401 et seq., the Toxic Substances Control Act, being 15 U.S.C. §§ 2601 et seq., state standards applicable to the sludge management method being used or regulations for any other agencies having jurisdiction over discharge to the receiving waters;
   (D)   Any substance in a quantity or concentration that, alone or in conjunction with other discharges, is a cause of a discharge from the wastewater utility to waters of the state that violates the wastewater utility’s NPDES permits or increases the magnitude or duration of a violation;
   (E)   Any substance with objectionable color not removed in the treatment process;
   (F)   Any wastewater having a temperature that will inhibit biological activity in the wastewater treatment plant resulting in interference, but in no case, wastewater with a temperature that causes the influent of the wastewater treatment plant to exceed 104°F (40°C);
   (G)   Any storm water, surface water, ground water, roof runoff, subsurface drainage, non-contact cooling water and other unpolluted water in any area served by separated sewers and in any area served by combined sewers where discharge directly to waters of the state is feasible;
   (H)   Any trucked or hauled waste discharge is prohibited;
   (I)   Used motor vehicle antifreeze, motor oil, brake fluid or transmission fluid, used hydraulic fluid, oil-based paint and paint thinners if the material is in a collectable and recyclable quantity or if the discharge would result in a violation of the oil and grease limitation set forth in this section;
   (J)   Any non-domestic wastewater before the wastewater utility has approved the discharge;
   (K)   Any liquid or vapor having a temperature higher than 150°F/65°C;
   (L)   Any water or waste containing fats, wax, grease or oils, whether emulsified or not, in excess of 100 mg/l or containing substances which may solidify or become viscous at temperatures between 32°F (0°C) and 150°F (65°C);
   (M)   Any waters or wastes containing strong acid iron pickling wastes, or concentrated plating solutions whether neutralized or not;
   (N)   Any waters or wastes containing iron, chromium, copper, zinc and similar objectionable or toxic substances, or wastes exerting an excessive chlorine requirement, to such degree that any such material received in the composite sewage at the sewage treatment works exceeds the limits established by the town for such materials;
   (O)   Any waters or wastes containing phenols or other taste- or odor-producing substances, in such concentrations exceeding limits which may be established by the town as necessary, after treatment of the composite sewage, to meet the requirements of the state, federal or other public agencies of jurisdiction for such discharge to the receiving waters;
   (P)   Any noxious or malodorous liquids, gases or solids which either singly or by interaction with other wastes are sufficient to create a public nuisance or hazard to life or are sufficient to prevent entry into the sewers for maintenance and repair, including pollutants which result in the presence of toxic gases, vapors or fumes within the POTW in a quantity that may cause acute worker health and safety problems;
   (Q)   Any radioactive wastes or isotopes of such half-life or concentration as may exceed limits established by the town in compliance with applicable state or federal regulations;
   (R)   Materials which exert or cause:
      (1)   Unusual concentrations of inert, suspended solids (such as, but not limited to, Fullers earth, lime slurries and lime residues) or of dissolved solids (such as, but not limited to, sodium chloride and sodium sulfate);
      (2)   Excessive discoloration (such as, but not limited to, dye wastes and vegetable tanning solutions);
      (3)   Unusual B.O.D., chemical oxygen demand or chlorine requirements in such quantities as to constitute a significant lead on the sewage treatment works; and
      (4)   Unusual volume of flow or concentration of wastes constituting “slugs”, as defined herein.
   (S)   Any gasoline, benzene, naphtha, fuel oil, petroleum oil, non-biodegradable cutting oil, products of mineral oil origin or other flammable or explosive liquid, solid or gas, known or unknown, as such;
   (T)   Any waters or wastes containing toxic or poisonous substance, liquids or gases in sufficient quantity, either singly or by interaction with other wastes, to injure or interfere with any sewage treatment process, constitute a hazard to humans or animals, create a public nuisance or create any hazard in the receiving waters of the sewage treatment plant;
   (U)   Any waters or wastes having a pH lower than 5.5 or greater than 9, or having any other corrosive property capable of causing damage or hazard to structures, equipment and personnel of the sewage works;
   (V)   Solid or viscous substances in quantities or of such size capable of causing obstruction to the flow in sewers, or other interference with the proper operation of the sewage works such as, but not limited to, ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, underground garbage, whole blood, paunch, bone, grass clippings, spent grains, spent hops, waste paper, animal guts or tissues, spent lime, stone or marble dust, tar, gas, asphalt residues, residues from refining or processing of fuel or lubricating oil, mud or glass grinding or polishing wastes, manure, hair and fleshings, entrails, diapers, plastic or paper dishes, cups, milk containers and the like, either whole or ground by garbage grinders; and
   (W)   Any pumpage from holding tanks or septic tanks.
