The Council of the town may grant a temporary parking permit for a mobile home or house trailer upon any land located within the town if, upon investigation, the Council finds that good and sufficient sanitary facilities will exist for said mobile home during said temporary period; provided, however, that, only one of such temporary permits shall be issued to the owner of any land within the town each year.
