If a person so served does not abate the nuisance within the 30 day period, the town designee, upon approval of the Town Council, may proceed to abate such nuisance, and the town designee shall keep an account of the expense of the abatement, including the time expended by the town designee or anyone employed by him or her for the abatement of such nuisance, and such expense shall be charged to and paid by such owner or occupant of the land in violation of this subchapter.
