Any actions taken prior to the effective date of this title, in reliance upon and in accordance with prior county zoning regulations in effect at the time the actions were taken, shall be considered as in compliance with this title and legal, until such point hereafter as any modifications are requested regarding such prior actions, at which time any such modifications or further actions shall comply with all the provisions of this title.
