The planning commission may adopt criteria, not inconsistent with the provisions of this title, and providing due process, relating to the application of subdivision regulations and the waiver of LESA standards in proceedings before it, and copies of such criteria shall be published in the "County Development Manual" and available to petitioners after said criteria have been approved by the county board.
