It shall be the responsibility of the property owner to obtain a permit before any construction, or deepening, sealing, or modification of a water well or closed loop well. Failure of the property owner to obtain a permit before any construction, deepening, sealing, or modification of a water well or closed loop well shall constitute a violation of this chapter.
