The Village Council shall consist of seven members, elected at large, for four (4) year overlapping terms. At the first municipal election after the adoption of this Charter the four (4) candidates receiving the largest number of votes shall be elected to four year terms of office. and the three (3) candidates receiving the next highest number of votes shall be elected for a two (2) year term of office. Thereafter all members of Council shall be elected for a four (4) year term of office. All elections of Council members shall be on a non-partisan ballot.
