The Board of Commissioners shall designate some person or persons to make regular collections of the money deposited in said parking meters, who shall remove the sealed containers therein containing the coins deposited in said meters, and deliver them with the seals unbroken to the City Finance Officer, who shall break the seal, count the money and deposit such funds with the City Finance Officer.
