The Health Commission is hereby authorized to make and, after public hearing, adopt written regulations as may be necessary for the proper enforcement of the provisions of this chapter; provided, that the regulations shall not be in conflict with the provisions of this chapter, the regulations shall have the same force and effect as the provisions of this chapter, and the penalty tor the violation of the provisions of this chapter, as hereinafter provided.
