It shall be unlawful for any minor under the age of 16 years to be upon any of the streets or alleys or other public places of the city between the hours of 9:00 p.m. and 6:00 a.m. unattended by his or her parent or parents, legal guardian or some person over 21 years of age having care and control of the minor.
