§ 31.12 COMPEL ATTENDANCE.
   (A)   The Lead City Commission may compel the presence of absent members by sending the Chief of Police or any police officer to require their attendance.
   (B)   If any member refuses to attend after being notified, he or she shall state his or her reasons therefor to the Lead City Commission at its next meeting and if the Lead City Commission (excluding the member whose refusal to attend is under consideration) unanimously deems the reasons insufficient in light of all circumstances, the Lead City Commission may impose the penalty which in its discretion the case warrants.
   (C)   Any member of the Lead City Commission shall be considered in malfeasance of office when he or she fails to attend and participate in meetings of the Board without being excused. Non-excused absences shall be punishable by withholding of payment.
