(A) The preservation of lateral support to street, alley or roadway, as constructed and the public use, is the obligation of the abutting property owner.
(B) Whenever a wall, bulkhead or retaining wall has been properly placed on private property and the wall is used to support any of the above, it shall be the duty of the owner of the property to keep the wall in repair and to maintain or replace it if necessary to provide adequate lateral support.
