The Building Inspector is authorized to grant permission in writing to any person to deposit and keep building materials in any public street, road or alley adjacent to the building to be erected or repaired, for a period of time not exceeding six consecutive months; but the permission shall not excuse the obstruction or occupancy with the material of more than one-third in width of any sidewalk or more than one-third in width of the carriage way of any street or road, or the placing of the material in a way so as to impede the free flow of water in the side gutter.
