The Community Development Officer shall prepare a plat of the cemeteries, which shall be subdivided into blocks and lots and subdivisions of lots and which the plat shall be filed in the office of the City Finance Officer and shall be used and referred to in disposing of lots herein provided; provided, however, that the Community Development Officer shall have the right to lay out and plat for burial purposes any and all obsolete and unused streets and alleys contained in the cemeteries.
