General.
(A) In all zoning districts, subdivisions containing 15 feet or more lots shall install a public water system and provide the following information:
(1) Written authorization from a local water supplier or a water right obtained is required to show that adequate water is available to serve the proposed subdivision;
(2) All water supply improvements must be shown on the construction plans. All water supply systems shall be designed by a state registered professional engineer;
(3) Design calculation reports shall be submitted with construction plans;
(4) Under layout plan, preliminary plat, and final plat: a master plan is required for un-platted balances to prevent piecemeal water system development; and
(5) A water system serving 14 or fewer lots may also be subject to state and/or federal regulations.
(B) All public water systems are required to obtain DANR department approval per ARSD 74:53:04 and ARSD 74:53:05. Plans and specifications for these systems are required to be prepared by licensed engineers and are required to receive Department approval prior to construction.
