It is the purpose of this title to regulate the subdivision of land so as to: provide coordination of roads with other subdivisions and transportation plans; set aside adequate areas for public uses, water and sanitation facilities, drainage and flood control; foster efficient and orderly growth compatible with the natural environment; prevent premature land subdivision which may, in the future, make the reassembly of land for development more difficult; protect and provide for the public health, safety, and general welfare of the county; and conform with the Comprehensive Plan.
