(A) Any person violating any of the provisions of this chapter shall be guilty of a misdemeanor and shall be fined not less than fifty dollars ($50), nor more than five hundred dollars ($500) for each offense. Each day's violation shall constitute a separate offense.
(B) In addition to the penalty set forth in division (A), if new work is performed on a landmark or a building or structure in a historic district or on a landmark site without a certificate, the Commission may decline to consider any subsequent application for a certificate for the property for a period not exceeding ten (10) years from the date the new work is performed excepting only work to remedy that previously performed in violation of this chapter. Once appropriate work has been completed to remedy the violation, which in the case of demolition shall require reconstruction of the demolished building or structure, the Commission shall again consider applications for certificates as otherwise provided by this chapter. No approvals or permits for the use of the property shall be given by any other officer or agency of the city until the Commission has issued a certificate of appropriateness.
