§ 30.26 ENGINEER.
   It shall be the duty of the City Engineer, when directed by the Mayor or Council, to examine and survey all new streets and alleys proposed to be opened, and all changes and amendments of old streets and alleys, and to report to the Council in writing on their location, courses, grades, and construction. He shall superintend the location and construction of all streets and alleys, and bridges of the city; the construction, locations, and grades of all pavements and sidewalks; the opening, construction, repairs, and cleaning of all ditches, drains, and sewers. He shall have the supervision of all public improvements of the city and shall represent the city touching all private buildings and improvements.
