§ 30.24 CITY TREASURER.
   (A)   Unless otherwise provided by authority of the City Council, the City Treasurer shall not pay any money out of the treasury unless the warrant of the city, signed by the Mayor and countersigned by the City Clerk, be presented therefor and surrendered to him or her receipted by the owner thereof. He or she shall file and safely keep all warrants so surrendered. (‘60 Code, § 2-64)
   (B)   If the City Treasurer shall knowingly pay to any holder of a warrant against the city who may be indebted to the city in any manner or for any sum, money on such warrant greater than the excess of the sum of such warrant over the indebtedness of the payee or holder to the city, he shall thereby become and be liable to the city on his official bond for the sum of the indebtedness of the payee or holder of such warrant to the city.    (C)   All money due the city from contracts, taxes, fines, forfeitures, penalties, and all other sources shall be paid into the treasury monthly following collection, and the City Treasurer shall give his receipt therefor. (‘60 Code, § 2-66)
