§ 30.23 CITY CLERK.
   (A)   The City Clerk shall be appointed by the Mayor at the first regular meeting after the new members of the City Council take office, for a term of two years and until his successor is appointed.

   (B)   In the absence of the City Clerk, the Mayor may appoint a City Clerk Pro Tempore. (‘60 Code, § 2-50)
   (C)   The City Clerk shall be present at all meetings of the Council and shall make and keep a journal of its proceedings, including therein all motions and resolutions and the action taken thereon. He or she shall note the execution and filing of all official bonds, reports of committees and officers, contracts made, and shall state the substance of all petitions and remonstrances and the amount of each claim reported by a committee, the name of the claimant and the action of the Council thereon. He or she shall note the absentees and record the yea and no votes.

   (D)   The City Clerk shall present the journal of the last regular and of any intervening special meeting at each regular meeting and shall attest the same with his or her official signature. (‘60 Code, § 2-52)
   (E)   The City Clerk shall respond to open records requests in accordance with the city’s open records policy and applicable law.

   (F)   The City Clerk shall maintain and safely keep the permanent records of the city. (‘60 Code, § 2-54)
   (G)   Upon the resignation, removal from office, or expiration of the term of office of the City Clerk, he or she shall immediately, upon application, deliver to his or her successor, or such other person as the city or Council orders, all books, records, and other papers belonging to his or her office, and for failure to do so he or she shall be fined $1,000.00 and imprisoned from one to two months.
   (H)   The City Clerk shall possess the seal of the city and shall officially countersign all bonds issued by the city, and after the Mayor shall sign the same officially, he or she shall affix thereto the seal of the city. (‘60 Code, § 2-57)
   (I)   The City Clerk shall issue and attest with his or her official signature all licenses issued for the city following payment of the license fee provided by ordinance. (‘60 Code, § 2-59)
   (J)   The City Clerk shall keep a license book from which all licenses shall be issued; and when he or she shall issue a license he or she shall enter upon the license the number thereof, to whom granted, for what business granted, for what period granted and the amount of the license fee.

   (K)   The City Clerk shall perform such other duties as may be required by statute or ordinance.
