(A) Any franchise granted or transferred pursuant to this chapter, grantee shall maintain with the government a complete listing of fees, charges, deposits and associated terms and conditions of service.
(B) The government reserves the right to regulate rates for cable services and non-cable service to the fullest extent permitted by federal, state, and local law and in accordance with such law.
(C) The government shall follow the rate regulations promulgated by the FCC and shall provide an opportunity for the consideration of the views of interested parties regarding rate regulations.
(D) If the City Council declines rate regulation authority, then rates may be changed by the grantee by filing with the City Clerk a schedule of rates proposed and by notifying its subscribers in writing at least thirty (30) days prior to implementation of the rate change.
