(A) Upon completion of the upgrade, the grantee shall incorporate into its cable television system, the capability which will permit the Mayor (or his/her designee) in times of emergency, to override, by remote control, the audio of all channels simultaneously.
(B) The availability of this service is provided for the benefit of the community and neither the government nor the grantee nor any of their agents, employees, or officers, shall be liable in any manner for failure to use or for misuse of the override system. To the extent that federal law or regulations provide standards for the provisions or use of emergency override services, such law or regulations shall supersede the requirements of this section.
(C) The grantee shall cooperate with the government in the use and operation of the emergency alert override system.
