If any person fails to comply with the order of the Chief of the Fire Department or with the order as modified on appeal as provided for by statute, and within the time fixed therein, the Chief of the Fire Department is empowered and authorized to cause such building or premises to be repaired, torn down, demolished, material removed, and all dangerous conditions remedied, as the case may be, at the expense of such persons or owner thereof, and if such person or owner within 30 days thereafter fails, neglects, or refuses to pay the city the expense incurred the city shall have a prior lien on the real estate on which such building was located for such expenses.
