No person shall park any vehicle, with or without occupant or leave any material piled or placed within eight feet of any fire hydrant at any time. The erection of a pole, sign, or post, shall be construed as included in the above, but this shall not apply to such as were already established on December 5, 1932, and that may cause unusual expense for removal.
