The owner of any impounded dog who has complied with all other requirements of this chapter may reclaim the dog from the city upon the payment of the following fees:
(A) The license fee, if such dog is unlicensed;
(B) A fee of $10 for apprehending and impounding the dog;
(C) A storage and maintenance fee of $10 per day or portion thereof during which the dog is impounded.
