(A) The Chief of Police is authorized, whenever in his judgment it is necessary, to prohibit or restrict the parking of vehicles along a street or part thereof constituting a part of the route of a parade or procession, to erect temporary signs to that effect, and to prohibit and prevent such parking.
(B) It shall be unlawful to park or leave unattended any vehicle in violation of such signs or directions.
