(A) The cross-connection and backflow connection control program established by this subchapter shall apply to all property used for business, commercial, and industrial purposes which is within the corporate limits of the city or which is in any way connected to the city's public water system.
(B) The owner of any property subject to the provisions of this subchapter allow the city employees under the direction of the Public Works Director to inspect his property for possible cross-connections.
(C) If the Public Works Director identifies cross-connections on any property which threaten to contaminate or pollute the city's public water system, the owner shall install a backflow preventer as instructed by the Public Works Director. In exercising his discretion to determine the specific backflow preventer to be used on a particular owner's system, the Public Works Director shall consider the nature and extent of the threat posed to the city's public water system and the expense of installing the chosen backflow preventer.
