(A) The purpose of this subchapter is:
(1) To protect the public potable water supply served by the Water Department from the possibility of contamination or pollution by isolating, within its customers' internal distribution systems, such contaminants or pollutants which could backflow or back-siphon into the public water system;
(2) To eliminate or control certain existing cross-connections between the city's potable water system and non-potable systems.
(3) To operate a continuing program of cross connection control which will effectively prevent the contamination or pollution of all potable water systems by cross-connection.
(B) Authority. This subchapter is enacted pursuant to authority of and consistent with the provisions of the Federal Safe Drinking Water Act of 1974, the statutes of the Commonwealth of Kentucky, the Kentucky Plumbing Code, 815 KAR 20:120, and regulations of the Natural Resources and Environmental Protection Cabinet, Department of Environmental Protection, Division of Water, 401 KAR 8:010, section 1(29)
