The Board of Works of the city finds the Clerk-Treasurer of the city shall henceforth be empowered to issue checks on behalf of the city for the payment of claims owed by the city prior to the approval of the payment by the Board of Works of the city in those situations where the payment must be made prior to approval by the Board of Works in order to avoid late charges, penalties and interest being assessed against the city.
