(A) The position of City Manager, as contemplated by I.C. 36-4-12-2, is hereby created.
(B) The City Manager shall have all of the powers and duties as set out by I.C. 36-4-12-10 without exception.
(C) The sum of $60,000 is hereby appropriated for the purpose of recruiting candidates and funding the position for the balance of 2002 on terms pursuant to I.C. 36-4-12-3. Future funding of the position is to be by established budget procedures and ordinances.
(D) Qualifications for the position are to be set forth by I.C. 36-4-12-5, and the additional qualifications are that the candidate possess an appropriate degree and four years of municipal experience.
(E) Appointments under this section are to be made by the City Council from a list of three candidates selected and recommended by the Mayor, all possessing minimum qualifications as set forth herein to be presented to the Council within 60 days of the passage of this section. Future vacancies in the position are to be filled within 60 days. Upon failure of the Mayor to present a list of qualified candidates within a 60-day period, the Common Council may then obtain a list of qualified candidates for the position and select and employ the candidate of their choice.
